Advancing Data Quality and Best Practices for NAPs: Highlights from the NAPCORE WG3 Meeting in Athens

On May 5th and 6th, 2025, ARMIS took part in the in-person meeting of Working Group 3 (WG3) of the NAPCORE project, held in Athens, Greece.


The two-day event focused on key topics essential to the development and enhancement of data quality and best practices for National Access Points (NAPs) across Europe.


Hosted by the Hellenic Institute of Transport (HIT), part of CERTH (Centre for Research and Technology Hellas)—one of Greece’s leading research organisations in the field of transport. The organisation of the meeting was widely praised for its effectiveness and relevance, providing a collaborative environment conducive to meaningful knowledge exchange and progress.

This physical meeting provided a strategic opportunity for representatives from various EU Member States to align their efforts, share technical knowledge, and promote a harmonised approach to improving the reliability and interoperability of mobility data. ARMIS was represented by João Montenegro, from the ITS Consulting team, who actively contributed to both the technical discussions and training sessions.

Training Session on Data Quality Frameworks: UVAR and Alternative Fuels

One of the highlights was the session led by João Montenegro (ARMIS) and André Carvalho (Lisbon NOVA University), dedicated to the application of two Data Quality Frameworks developed by NAPCORE:

  • Urban Vehicle Access Regulations (UVAR): A framework that defines criteria and metrics to ensure the quality of the digital representation of different UVAR typologies, such as Low Emission Zones, key elements in advancing sustainable and intelligent urban mobility.
  • Alternative Fuels: designed to support the quality assurance of data related to recharging and refuelling infrastructure for alternative energy sources (such as electric and hydrogen), helping to ensure consistency and transparency for users and stakeholders.

The session was attended by data quality experts from various European countries, as well as members from different NAPCORE project groups, fostering a rich and essential exchange of experiences for the harmonization of data quality assessment methodologies.

By actively engaging in initiatives like this, ARMIS continues to reinforce its role as a key contributor to the digital transformation of mobility in Europe, supporting the creation of a unified, high-quality, and interoperable data ecosystem.
